Apply chain of responsibility legislation, regulations and workplace procedures

States and Territory have been participating in a process to progress national uniformity in the Regulation of Road Transport including Road Safety, Transport Efficiency.

These Compliance and Enforcement reforms have expanded the responsibilities of many entities in the transport chain in relation to road safety and container weight declarations.

These reforms have introduced the concept of Chain of Responsibility the notion that all parties in the road transport supply chain have obligations to improve safety and prevent breaches from occurring.

This program will teach you the skills and knowledge required to identify, apply and follow chain of responsibility regulations that are applicable to the individual’s job role.

On successfully completing assessment, participants will be issued with a Statement of Attainment.

COURSE OUTLINE

  • Identify features of chain of responsibility
  • Follow chain of responsibility regulations
  • Action required when possible breaches of the chain of responsibility are identified
  • Consequences of non-compliance with the chain of responsibility
  • Methods and requirements to ensure management of fatigue, speed, load restraint, mass and dimension
  • Parties in the chain of responsibility including
      • consignors and consignees
      • drivers/owner drivers
      • employers, prime contractors and operators
      • parties in the extended liability provisions of the Heavy Vehicle National Law (HVNL) and regulations or applicable state/territory law and regulations
      • loaders
      • loading managers
      • packers
      • schedulers
      • principal obligations in chain of responsibility in the HVNL and regulations or applicable state/territory law and regulations including
      • consideration of traffic conditions in managing speed and fatigue
